Hiring freeze vs resource-loaded schedules

We’re mid-year on a corridor rehab and just got a hiring freeze, but my P6 resource histogram shows we need two more night crews in February to hold the bridge pour milestone; otherwise we’re slipping 4–6 weeks. How are you securing short-term labor or rephasing scope to fit the frozen headcount without triggering LDs?

I’ve gotten past a freeze by splitting the bridge pour into two placements and pre-tying cages/setting forms on day shift in January with limited OT, so February’s “two night crews” peak drops to one — model it in P6 as a split activity with a 6x10 calendar and the milestone holds. Small caveat: clear the extra pour break/cold joint with the EOR and inspector first, @OP. Does your spec allow that?
